There are a lot of places which publicly list consultancy opportunities. I personally use Reliefweb, as it very easily allows you to filter only for consultancies, filtering out job postings.
Now, a word of caution: at the IC-Hub, we personally have not had a lot of success applying for consultancy assignments cold. We've found it's necessary to combine applying for concrete opportunities with a broader networking strategy, and we'll talk about what that looks like in other posts. Being able to search for consultancy postings quickly is also useful to potential and existing consultants carrying out market research.
